Older Teens/Adults: Ages 16 and Older

Before participating in any behind-the-wheel instruction at EXCEL, students must have a validated Learner Permit from the Bureau of Motor Vehicles (BMV).

You are not required to be enrolled in a BMV approved driver education program to receive your learner permit. However, classroom training is recommended to encourage safe driving. EXCEL offers a drive only program for older teens and adults who already have taken the written test and have received a validated learner permit.

To obtain your Learner Permit at the BMV, you must:

  1. Be at least 16 years of age and have a social security card.
  2. Provide proof of identity by showing a photo ID; your high school yearbook with your photo, or your passport; and a document with your signature.
  3. Pass the state's written exam for Rules of the Road.
  4. Show the original or certified copy of your birth certificate.
  5. Pass a standard vision screening test.
  6. If under the age of 18, have an adult sign a financial responsibility agreement.
  7. Pay $9 to cover the cost of the Permit.
